What it is

A frozen readiness matrix scoring each research topic on Research (R), Spec (S), and Platform (P) (0–5), plus Stage-1 criticality (C/H/M/L). It states the primary gap and next build step per topic.

Why it matters

Primary-source discipline: high R with P=0 means we know what to build, not it runs. Stage-1 C rows are the ones that block the five criteria.
